Is Elon Musk the real world Dr. Evil?
Hurricane Irma is currently barrelling her way through the Carribean, making a beeline for Miami. As Floridians race northward, one person who did not turn and run was Sir Richard Branson. Branson battened down the hatches on Necker Island and took cover in his wine cellar before Irma reduced his "Great House" to rubble.
The Brain, our fearless thought provocateur, came up with a wonderful conspiracy theory. He hypothesizes the possibility that Elon Musk steered the Hurricane towards Necker Island using a weather weapon, in an attempt to forever silence one of his potential competitors in the quest for extraterrestrial domination. What better way to catapult SPACEX even further, than to disrupt the VIRGIN GALACTIC organization from the top down?
Our team did a little research, as some workers in our hive did not believe that such technology exists or was even possible. Believe it or not, on May 18, 1977 a treaty was signed in Geneva, Switzerland called the Environmental Modification Convention. This was the result of bilateral discussions that began with an agreement between President Richard Nixon and General Secretary Breshnev that there was a need to find "the most effective measures possible to overcome the dangers of the use of environmental modification techniques for military purposes." The result was a treaty that was ratified by President Carter on December 13, 1979. Article 1 states: "Each State Party to this Convention undertakes not to engage in military or any other hostile use of environmental modification techniques having widespread, long-lasting or severe effects as the means of destruction, damage or injury to any other State Party."
So Countries, States and or International Organizations are prohibited from inducing or encouraging development and/or deployment of Weather Weapons. There's nothing to stop an "Individual" or Corporation from devising, launching and manipulating a space based weather weapon capable of steering or intensifying a tropical storm.
The Brain posits that Musk had the tools, the technology and the ability to get a weather weapon into space.
Far fetched? Not really....
